[pvrusb2] hauppauge hvr 1950 pal compatibility

Because I want to use dgital cable (dvb-c/Clear QAM), not an antenna
signal (dvb-t)
Second reason, the hvr 1950 works.
So is there a way to switch fron ntsc to pal standard via the linux
driver or do I need different hardware?
