[pvrusb2] Very bad image quality using driver in 2.6.18

I noticed an issue with VDR, where the vdr-pvrusb2 plugin. Reason was 
that this plugin sets the bitrate to 1 and (and this was the issue), it 
set the bitrate down to 1.

Maybe this is the same issue for you?
