[pvrusb2] New driver snapshot: pvrusb2-mci-20060924

This pvrusb2 snapshot implements what hopefully should be a permanent fix 
related to the "circular lock dependency".  As such, the previously 
mentioned configuration option in compat.h, PVR2_ENABLE_V4LDEVTRACK, has 
been removed as well.

The same permanent fix is being sent to the V4L repository and a simpler 
workaround for the in-kernel driver has also been submitted.  Hopefully 
kernel 2.6.18.1 will have a more usable pvrusb2 driver included.
