Obviously this should not be happening :-(

Whether you build the driver directory or the ivtv directory the procedure 
and results should be the same (provided you stay below 2.6.16 since at 
that point the ivtv side won't build anymore - but also in that case you 
don't need it either).

Verify that you in fact really do have the kernel source tree installed 
under /lib/modules/2.6.13-15.8-default/build.  I just now verified that 
this driver snapshot compiles clean for me in 2.6.13.4.  Another 
possibility is that your distro-supplied kernel source tree is somehow 
lacking in some way though I think if such a thing were true then it would 
cause problems for any out-of-tree driver compiled with it.

You could try a vanilla kernel tree.  I test against vanilla kernel trees 
here, so I can't make any assurances about a particular distro's kernel 
tree.
