Well I wouldn't really expect too much if you tell it to encode at a rate
higher than that which is allowed :-)
What we found out is that with the encoder firmware from
the pvrusb2_23_31351 driver package, that the encoder appears to deal with
this by acting as if the average rate is set to the peak rate. For all
other driver package versions (which to date all have the same encoder
firmware image embedded), the encoder produces blocky corrupted
intermittent video when asked to do something "unreasonable" like this.
I'm noting this in doc/notes.txt for now, and I'm also spending time right
now trying all the various encoder controls to see what works and what
explodes, noting the results as I go.
